Association of Russian-Language Publishers Outside Russia (ARPOR) is an international professional association of independent Russian-language publishers operating outside of Russia.

The Association emerged in response to the systemic crisis of the publishing industry in Russia, including the dismantling of institutional infrastructure, increasing censorship, restrictions on freedom of expression, and the forced relocation of a significant part of the professional community.

ARPOR brings together fragmented publishing initiatives with the aim of building a new ecosystem for Russian-language publishing based on the principles of professional solidarity, independence, and alignment with international standards.

The mission of the Association is to create a sustainable, professional, and secure infrastructure for Russian-language publishing beyond Russia. This includes developing mechanisms for rights protection, expanding distribution channels, supporting international collaboration, and establishing collective representation within the global cultural market.
